The army and the Russian military-industrial complex high risk of corruption, according to the index of government anti-corruption in defense released Tuesday by Transparency International.
Based on a grid of 77 criteria, Russia was rated "D-", indicating a "high risk", alongside Belarus, China, Georgia, Israel, Turkey, Ukraine and some other countries.
